    THAT Council approves the agenda of Regular Council Meeting No. 1598 as amended by moving the closed meeting to follow approval of the agenda and the minutes.

    THAT Council receives the minutes of the Parcel Tax Roll Review Panel held on April 3, 2024.

CAO Tracy informed Council  of Wildfire and Emergency Preparedness Day, Saturday, May 4th from 10am to 2pm at the Downtown Community Barn hosted by Pemberton Fire Rescue, BC Wildfire Service, Pemberton Search and Rescue, and the Village of Pemberton.

    THAT Council approves Policy COU-08, Legal Advice for Council Members on Conflict of Interest, as presented.

    THAT Council directs staff to draft an amendment to Council Remuneration Bylaw No. 704, 2012, for review by Council at a future meeting, capturing revised wages effective January 1, 2024 in line with the P75 data presented to Council at Regular Meeting No 1593, establishing a formal council remuneration review to take place at the beginning of year three of each council term, details of which are to be determined by Council, and setting out that Council wages are increased annually in line with BC CPI in years where formal remuneration reviews do not take place.

    THAT Council gives first and second reading to Official Community Plan Amendment (Nkwúkwma Sub Area Plan) Bylaw No. 956, 2024.

    THAT Council schedules a public hearing for Tuesday May 14, 2024 at 5:00pm at the Village of Pemberton Council Chambers 7400 Prospect Street, with respect to Official Community Plan Amendment (Nkwúkwma Sub Area Plan) Bylaw No. 956, 2024;

    THAT Council provides notice pursuant to sections 464(3) and 467 of the Local Government Act with respect to Zoning Amendment Bylaw No. 957, 2024 (Nkwúkwma Neighbourhood);

  • Resolution No. 1598-14

    THAT, prior to the adoption of Zoning Amendment Bylaw No. 957, 2024 (Nkwúkwma Neighbourhood), the owner is required to enter into a land development agreement, generally in accordance with the term sheet attached to the April 30, 2024 staff report, to the satisfaction of the Village of Pemberton;

    AND THAT the mayor and chief administrative officer are authorized to sign the land development agreement on behalf of the Village provided it generally conforms with the term sheet attached to the April 30, 2024 staff report.

Mayor Richman sought and obtained Council's unanimous consent for the applicant to address Council.

At 4:17pm Mayor Richman recessed the meeting.

  • Resolution No. 1598-15

    THAT Council gives first and second readings to Village of Pemberton Official Community Plan Official Community Plan Amendment Bylaw No. 965, 2024 (Parkside 7362 Pemberton Farm Road East).

    THAT Council gives first and second readings to Village of Pemberton Zoning Amendment Bylaw No. 966, 2024 (Parkside 7362 Pemberton Farm Road East), with the addition of a provision under section 18.8.2 (a) (v.) that maximum lot coverage is 40% if there is one dwelling unit on a lot and 50% if there are two or more dwelling units on a lot.

    THAT Council sets Tuesday, May 28, 2024, at 5:00pm as the date and time of the public hearing for Official Community Plan Amendment Bylaw No. 965, 2024 (Parkside 7362 Pemberton Farm Road East) to be held in Village of Pemberton Council Chambers or by electronic means in accordance with Council Procedure Bylaw No. 788, 2015;

    AND THAT Council consider adoption only upon completion of a development agreement between the Applicant and the Village of Pemberton that secures community amenity contributions and other prior-to obligations.

Mayor Richman attended the Regional Affordable Housing Forum hosted by the Squamish-Lillooet Regional District at the Squamish Lil'wat Cultural Centre on Thursday, April 18th, 2024.

Mayor Richman will attend the Lower Mainland Local Government Association 2024 Annual Conference from May 1st to May 3rd at the Westin Whistler Resort.

Councillor Craddock provided notice of the following motion: 

THAT Council directs staff to bring to a future meeting of Council a report outlining the agenda and timeline to meet the provincial government requirements for OCP updates by December 2024.

At the closed council meeting held earlier today, Council awarded the contract for the Multi-Modal Transportation Hub to CATA Management Ltd. 

At 4:57pm Council terminated the regular meeting.
